A drain hole is only defective if the width of the inside of the hole is not level (Please see the photo listed Drain Damage - Manufacturing Defect). This is repairable by placing Bondo on the thinner side, then sanding it down to level out with the thicker side.
If the drain hole width is level, but the surrounding area is not, this is common due to the thickness of fiberglass around the drilled hole. It is only cosmetic and does not affect the tub's integrity. Additionally, it is not visible once the drain is installed.
